As long as you passed and meet the requirements of RSUST, then you would be qualified to sit for their POST UTME.
This tertiary institution also accept 180 as JAMB cut-off mark for its candidates.

16. Michael Okpara University of Agriculture, Umudike

MOUAU applicants seeking admission into first year 100 semester of any degree course in this university have to be qualified through meeting the requirements before they apply for Admission.
The minimum age for admission into MOUAU is 16 years. Students who are admitted into tertiary degree programmes via Unified Tertiary Matriculation Examination -UTME organized by the Joint Admissions and Matriculation Board (JAMB) should have 180 or more than 200 as their score.
The candidate should at least possess a minimum of 5 credit passes at the SSCE or equivalent obtained at not more than 2 sittings in relevant subjects including English and Mathematics at WASC/SSCE/GCE O’ Level.

This is another state university that accept 180 in JAMB 2019/20. Although, it varies depending on the course you choose during your UTME.
